View of the City Hall of Arras, a historic monument, with the Small Square and the Taillerie Street, whose 16th and 17th century buildings are described as graceful. The back features a handwritten letter dated March 25, sent to Maurice Deuchenenin in Paris, with a 10-centime stamp and a cancellation from Decaix (Pas-de-Calais).
