View of Arras City Hall, with its Gothic tower adorned with a clock and gargoyles, at the center of a lively square with some pedestrians and horse-drawn carriages. On the reverse, a 5-cent postage stamp, postmark from Arras dated August 28, 1906, and a handwritten address to Madame Brilliard in Lyon (Rhône).
