View of the Town Hall in Fismes, an ornate building with a clock tower, built according to the plans of M. Malgras-Delmas and inaugurated in 1913. The reverse features handwritten correspondence dated 12/1/16, addressed to Monsieur L. Charakter at Château de Mémérie (S. Inférieure), with a partially legible stamp and cancellation.
