Printed text at the bottom: 'LIÈGE-LE GOUVERNEMENT PROVINCIAL'. Back: handwritten address to Mr. Joseph Blonski in Vouziers, Poland, with a Belgian postmark dated January 2, 1913, and a departure stamp from Liège.
