Printed text indicates the laying of the first stone by Tsar Nicholas II in 1896 and the completion in 1900 by architects Resal and Alby. Reverse: handwritten address to Monsieur Uthural in Havre, with a 10-centime French postage stamp and a postmark from Paris dated 23 July 1913.
