Night view of the Council of Birmingham under a starry sky with a full moon, illuminating the classical facades and monumental statues. Horse-drawn vehicles and pedestrians move across the wet square. On the reverse, a handwritten address to Monsieur Pierre Lee Blay in Saint Servan, with a postmark from Saint Servan dated July 1st, 1913.
