View of Niort City Hall, an imposing neo-classical building with a multi-gabled roof and central clock. On the reverse, handwritten address to Mr. and Mrs. Debagne at S. Brienc, with a postmark and Niort cancellation from 13 February 1950. The publisher's signature G. Arapd is visible at the bottom right.
