View of the New Prefecture in Clermont-Ferrand, an imposing neo-classical building with colonnades and sculptures. Printed text at the bottom: 'G. D'O. 1197. - CLERMONT-FERRAND. - The New Prefecture.' On the reverse, a 15-centime postmark with cancellation 'CLERMONT-FERRAND 15 JUNE 1913', and handwritten address to Marseille. Handwritten message: 'A friendly greeting to Mr. Lamirande.'
